or is it if a student has re-sit a paper and the second attempt he obtain the highest marks... is he awarded.

I think I have read somewhere that it has to be first attempt in that particular paper for being judged prize winner. Is there any separate list of prizewinner from india?
It is only on the first attempt can a prize be awarded.I was just reading that article.

Unless the rules have changed, it can be on a second attempt. A former student of mine in Romania got the gold medal in a paper on her second attempt...

The rules have changed for the new syllabus. There is an article on the ACCA website somewhere.
It definitely does now have to be at the first attempt, but the papers counted for the medals do not all have to be taken at the same sitting any more.
For F1-F3 there are no prizes, but if you get 85% or more you get a certificate!

There is an article in January publication that states:
" Prizes will be awarded for Fundamentals level papers F4 to F9 and Professional level papers P1 to P7. No distinction will be made for different variants or adapted papers. In the event of a tie, joint awards will be made for students achieving the highest mark at each session. Only first-time passes will be considered for the individual paper prizes."
